We separate confirmed text from interpretation and identify items that depend on unpublished directives, designation decisions or regulator practice.
Two kinds of freshness
Public listings can refresh automatically, while legal explanations remain dated and change only after review. A changed webpage is not silently treated as a change in legal effect.
Strict authority boundary
CyberMela does not issue or interpret a critical-infrastructure designation, provide legal opinions, perform statutory audits, certify compliance, or submit an official incident report on a client's behalf.

How live official data works
The official-source hub reads public INSA and Ethio-CERT pages at intervals and displays direct links, publication titles and Ethio-CERT's published GCI measures. If an official page cannot be reached or its layout changes, the site displays a verified snapshot and sends the user to the original page. It never reads incident submissions, authenticated content or private systems.
Free public guidance and professional support are kept distinct
The public website summarizes official material, explains uncertainty and links visitors to the responsible government destination. Professional work is limited to consulting, readiness planning, documentation support, governance and evidence review under a written scope, and training. The future Article 16 licensing framework and any applicable authorization will be reviewed as implementing directives define the covered service categories.
Corrections and reviewer accountability
CyberMela is accountable for its published editorial content. CyberMela currently has no appointed Ethiopian legal reviewer and does not claim professional legal review. Legal explanations are based on linked first-party public sources, dated when reviewed and updated through a public change record.
