1. Short title
1. Short title This Proclamation may be cited as the "Critical Infrastructure Cybersecurity Proclamation No. 1426/2026."
This article gives the proclamation its short title and number.
3. Scope of Application
3. Scope of Application This Proclamation shall apply to designated critical infrastructures of the country located within or outside the territory of Ethiopia, as well as to persons providing cybersecurity products or services.
The scope covers designated Ethiopian critical infrastructure, including infrastructure outside Ethiopia, and people providing cybersecurity products or services.
24.Obligation to Cooperate
24.Obligation to Cooperate Everyone shall be obliged to comply with and cooperate with the measures taken by the Administration to fulfill the responsibilities conferred by this Proclamation.
The article creates a general duty to comply with and cooperate with measures taken by INSA under the proclamation.
26.Inapplicable Laws
26.Inapplicable Laws Any law or customary practice inconsistent with this Proclamation shall not apply to matters referred to in this Proclamation.
A conflicting law or customary practice does not apply to matters covered by this proclamation.
28.Effective Date
28.Effective Date This Proclamation shall enter into force One year after its publication in the Federal Negarit Gazette.
